West New Britain was selected for Oil palm development in addition to the already established crop such as Coconut, cocoa and coffee that were set on by early planters in the 1960s.

The first commercial plantings of Oil Palm were at Hoskins in 1968 and at Bialla in 1973.

The government at the time invited a Japanese company to develop a nuclear estate surrounded by smallholder’s blocks on government purchased land now known as LSS (Land Settlement Scheme) and also on customary land known as Village Oil Palm (VOP). However the Japanese company was expelled by the government for not meeting certain conditions set and so brought in a Belgium company called Sipef to manage the project.

Government through its Department of Agriculture and Livestock were responsible and assisted the development of smallholder oil palm by the people on LSS and VOP set up. In 1991 the Government through an act of parliament set up the Oil Palm Industry Corporation (OPIC) to provide extension services to the smallholders (LSS +VOP)

The smallholders grew in size and up to now there are 3,162 smallholders’ blocks with over 13,000 hectares of oil palm development. OPIC and Hargy with support of the World Bank funded SADP will plant up to a further 4,000 and have up to 17,000 hectares by 2020 and producing sustainably at the rate of 25 tonne per hectare. Oil Palm is the major cash income earner for majority of West New Britain people and that is why people called it OIL PALM PROVINCE. It is also the leading agricultural export income earner for PNG.

Hargy Oil Palms aspires to be an internationally competitive, high yielding, low cost oil palm plantation and milling company producing sustainable palm oil.

Vision
By 2020 Hargy will be sustainably producing 200,000 tonnes of quality oil from 20,000ha of plantation and 18,000ha of smallholders.
